Default Tryin To Build D15B2

I have a 89 Civic HB and a really want to build it up (turbo, engine rebuild/swap). I have a stock D15B2 with a shitty-*** Dual Point Injection system. I'm kinda on a budget, but i want the most amount of power out this engine i can get b4 i swap it out, so what My question is what can do to this engine? What head can i swap with the block with the least amount of time and money? I also want to go Multi Point injection. Is this possible? Can some one with the right knowledge help me?
