RS Type VTEC Controller

In the directions there is 2 things that confuse me. What the hell is an Electromagnetic Value, is that the solinoid?
And what is the RPM wire from the ecu? Any help would be appreciated.

first one I have no clue about. the second one tells me that the directions are retarded, it should say tach wire.
