yes it will work and yes you will raise the mph IF you car can pull harder. but if i read correctly, you will run a CEL though. the h23 isnt vtec. p72 is. and depending on obd1 or 2, if its 2, the ecu will try to fix itself when you have a cel and you'll run in a limp mode kinda thing. obd2 sucks, change it to obd1. and get a chipped obd1 h23 ecu. but it will work and you will pass the "127" mark.

SO THE P72 WILL WORK FOR THE H23 AND REV IT TO 8200 RPM AND I WILL ABLE TO BREAK THAT 127 MPH BUT THE CAR WILL HAVE CEL IF I USED OBD1 ECU BUT IF I USED OBD2 THE CAR WON'T HAVE CEL BUT IT WILL RUN SHITTY?

ill make it easy, run the obd1 ecu. you'll have a cel but you dont have vtec anyways. you'll just have a yellow light blinding you as you drive. its kinda like the water torture thing. it just seems to get brighter and brighter and brighter. but yeah, obd1. obd2 sucks.
