Hondas are too advanced for you. Get a bicycle for a gas saver.

Well first off, the vtec-e comes in at 3k rpm the car should redline at right around 6500 rpm. The correct ecu for the Vx is non-chipable, but I don't know the #s off hand. It uses a different "factory wideband" 02 sensor (I believe a 5 wire), so if you're having a problem with the current 02 sensor, that is probably the issue. If the 02 sensor is bad, that sucks for you, since some of the cheapest replacements for it are around $200.

From your problems, I am guessing the ecu is either chipped and has a screwy rev-limiter, is bad, or it has the ecu from a non-vtec motor in it. But if you do have the vtec-e ecu, I would guess it would not be at all happy if it was runing w/o the special 02 that it needs, since it is pretty much like a self-tuning ecu for maximum efficiency. Maybe it lowers the rev-limiter if it doesn't have the ecu, I really don't know...

The z1 really isn't a bad motor for economy, but it lacks balls with its approx. 90/90 tq/hp #s. I love mine since in my daily I get on avg 45mpg with it and it has some acceleration due to the super-light weight of the Vx shell it's in.

The z1 dies at 5500, above 6k it's useless and loud for no reason.

But I agree, vtec does "hit hard" since the motor goes from running on 12 to 16 valves, though it probably doesn't run the best with the p28 since the vtec will be higher and it'll run rich with the tune for the higher displacement d16. If the car is wired up for the proper vtec-e sensor, installing the vtec-e ecu will gain you some power and economy. You can pick up those useless ecu's for cheap and could sell your p28 and make some money.

But if you just need a car to run, it'll work as-is.
