Default No oil pressure

Friend has an H22 in an accord, 98 USDM H22. He is getting 12 psi of oil pressure all the time. Cleaned out the oil galleries, put all new bearings in it. Called honda they said they have never had an oil pump fail like that, especially on such a new motor. Is it the oil pump for sure? What else could be wrong with it. TIA

so it is not the bearing and gauge

where did u Tee it off from?
did u check the fitting that goes between them?
did u replace the oil pump?

Possibilities:

1.Oil pump
2.Improper pickup
3.Clogged pickup
4.Fucked bearings
5.Improper oil pressure gauge readings
5.No oil in motor. :P
