Re:ls/vtec question
If he is planning to do it, make sure he does a lot of reading and make sure he understands EXACTLY what he is doing. Make sure he takes his time and dont rush anything. One small f' up and you're in shithill just like any of the motor works. In terms of smog... where are you from? If you are in cali, the answer is NO... If you are from the boondocks of Hickville, you might not even have to smog it so smogging might not be a problem.
Cost will depend on what you already have and what you dont have... are you starting from scratch with no parts? Or do you already have a running LS swap in a car and was thinking of just VTEC'ing it? Cost varies... Please be more specific.

Re:ls/vtec question
does he already have the head? if not.
complete top end (head, i.m., t.b., injectors, fuel rail, complete head, valve cover0 = 400-600
golden eagle ls/vtec kit (oil lines, dowel pins, head gasket, tap, etc.) = 240
p72 ecu = 80-150
around anywhere up to 1k bucks if you do all the work your self.
