Default IACV Duty Cycle

Well I finally got the blasted y7 running.
99 y7 converted to OBD1
We place a y8 intake on it, with a z6 IACV. The car would idle at 3000rpm and climb. So if I blocked the IACV at the TB it worked fine.

Solution, pull the IACV off the manifold, and block off the hole. The car now idles at 1100rpm.

So the question is, Why is the IACV passing so much air around the throttle botle, it has done this with 2 different ECUs and2 different IACVs.

I think I traced it to some VAC leaks, Not 100% sure, but I think that's were the extra air is coming from.
