#'s are on back side

2ndly your inner throttle spring is placed wrong

the little hook belongs on the flat notch this is used to tension the spring properly

if spring is not tensioned correct tps and throttle will be way off

also the throttle when assembled correctly needs to be slammed shut numerous times has hard has you can by relasing the throttle rotoe

this will seat the plate

This may cause the throttle to become stuck hence the seating part. Large plyers and wd40 will release the plate from the base

Then repeat until plate no longer sticks

Yes I have done this maybe once or twice in my life

inner is tensioned this is the hardest thing to get right
