Electrical Load Detector (ELD) off a 99-00 civic hb.

where is this or how can i fix it. i think its makin my lights flicker and dim. i read that it may also make my speedo go all crazy which itpretty much does.

where is this amd how can i fix this problem, got emissions next week.

should i just change the fuse box in the engine bay, since the eld is built into it...
