my buddys wanting to buy a car we just test drove a 99 gsr . needs slight body work but other wise is clean comes with 17" rims with brand new kumos. 109 mi on the odo. is it a good deal? i dont know i got riped off on a 4k del sol, so i need advice

price tag was 3500 after taxs and new tires that i badly need came out to 4
