okay i have a honda accord with a jdm f22b dohc swap with a t3 turbo on 7 psi. right now i am rebiulding it and am putting in hypernutonic pistons or somthing like that am am going to put on a bigger turbo like a .63 .60 and was going to change the rods but was wondering if i really need to to safely have about 300whp?

If you are already rebuilding, just put in the rods. More insurance, and easier now then later.

F22 rods are pretty beefy looking, my guess is that 300whp on those rods shouldnt be too bad, just have them shotpeened. The upgraded pistons are probably a must. Oh yeah, a T3 60/63 will not get you to 300whp, maybe 275whp, but not 300whp, just go to a T3/T4 etc
