Can you change inner tie rod on an EG, or replace the whole rack?
 
So the outer boot (driver's side) on the steering rack is ripped completely open, and my car squeaks when I turn right. Is it possible to replace the inner tie rod and put a new boot on there, or do I need a new rack?

yes you can replace just the inner ;)

i just replaced the inner boot on my rack...its not that bad. less than an hour...but you almost have to get an alignment done afterwards, cause you have to take the jam nut off. the boot from honda is like $15.
