buying block, rust on cylinder walls?
More than likly not.. it doesnt take long for rust to eat the cylinder walls. Perminate damage can be done in a mater of a couple days if the wall is exposed to water. You can try honeing the block out, but more than likly pits will remain in the wall. This recently happened to me. I got a B16a longblock, and not knowing it was exposed to weather, I ripped the head off, and found 2 cylinders full of rust. I tried to hone it the best I could but, their are still ridges and pits where the rust ate into the wall. Could the engine be ran like that? yes.. but the rings over time will just get eating up, and end up smoking.

------- bambooseven, telling me it's just a hone job. hopefully the block isn't cracked too, or I'll have stealthmode kick his ***. how much do you think I'll need to hone it to make it seal nicely with the rings like a good cylinder wall?
the rust doesn't seem too deep to me, it hasn't been exposed to water, just rust from being left out with no head on it for a couple years, (iron tends to do that). If you don't want it it's totally ok, I wouldn't try and ---- you over, i'm not about that.
