bolt stretch

so i got some eagle rods with 7/16 arp2000 bolts. i was wondering w/o a bolt strech gauge how do i strech the bolt the correct length. also what is the torque specs for these bolts.

u need the stretch guage or u can wing it with a normal torque wrench
