ARP headstuds?

ARP headstuds?
I know this is a stupid questions but I would rather be sure than sorry. Which side of the studs go into the block, the side with the longer threads or the side with the shorter threads?

if they are the newer arp's the side with the allen key goes up toward the head.. if they dont have allen heads the longer threads go into the block
