ARP head bolt or not?

is ARP headbolt nessery?...looking at about 12psi at most on a D16Z

i yanked out the head bolts on my a6 and put arp bolts in and they torqued better and let my sleep at night knowing that im not gonna have to worry about that aspect of my engine failing.
