Default 2- way valve on gas tank, needed?

I'm finishing up my race car, and when plumbing the fuel cell setup I hooked up the feed line to it's proper place and the return line and couldn't figure out what the 3rd line was for. Turns out its connected to the 2 way valve on top of the stock fuel tank (which I removed and somebody then removed it from my driveway). I'm trying to figure what that does and if I need it hooked up. I have a vented cap to deal with pressure build-up in the cell, and if it's just for emissions or something, I don't need it, as we don't have emissions in MN.

It's part #1 in the pic

If you have any advice, help a brother out...

Who knows? I'd say a feed and drain will work. What could it do? Fire it up and see what happens.

(uh, I mean START it up)
