i'd have to go with something along the lines of either a) it's semi close to a shoreline and they got stuck...then when the tide went out, they got to see why they got stuck. or b) it's a photoshop

I think they were cruzing along and the first mate dared the captain to jump over it, but the captain hit the turbo boost button a little too early

Looks like a chop to me. But if its not, the water was probably just at high tide when he came in, low tide when the picture was taken.

If it's not a chop, wouldn't the boat fall over? It's balancing on the keel.
