They did that where I'm from a few years ago. They sent notices out saying they won some random prize. Had new cars, boats, etc etc sitting outside. They had to come in to register then nabbed them. Most were for bad checks though.

They did the same kind of thing in my town when Ozzy Osbourne came into town. They sent out a whole bunch of bogus exclusive pre-party invites to everyone with outstanding warrants.
