I really can't see why someone woult cut someone a key from a vin without taking a copy of their DL and seeing the title. Just a bad idea all around.
Bill of sale. What is that? a piece of paper with a couple names on it? Unless it is notarized that is worthless IMO.
I have had them cut for my car before. My car didn't come with a master, just a valet when I bought it. They guy didn't even ask me for my DL or anything. Just cut the key that matched the VIN I gave him on a hand-written piece of paper.

I have the bill of sale from the dealership, with that vin on it. I have to do a title bond to get a new title for the car, which will take another month or so, and I need the vehicle moved now.
I'll give a copy of my DL, a signed form, blah blah. It's mine. Has been for almost 1.5 years.
