the article has the whole story.

this makes me wonder- why do you have to have a license to drive, get married, run a business, but when it comes to popping out kids, your average hood rat can squirt them out their *** hole with impunity? this story combined with that girl in FL that had the baby in the back of her car has me shaking my head in disbelief.
