I would say any state that smogs cars. Every other is probably fine. This question is way to broad for an answer.
Here in Florida, we do not get smog tests and the cops don't care about what you have in your car except for dark tints and loud exhausts.

i would think any state that smogs it would be illegal. they smog in the western part of WA but not in the middle. so if you have to just find somebody that you know and use there address so you don't have to do the whole smog test ----. i have a few cars on the west side registered to my house.

true, but i heard that in a few years the whole state will have to do the smog test like california.

There's always a way around smog tests. I don't have to do them here, but up north in Chicago I know people do.

Parts of Ohio have e-check, other parts don't. For the next two years, the e-check is mandatory but they have removed the $19.50 test fee. I don't know where it is going after that. This last time I took my hatch, it failed three times (unboosted). If you spend $300 in repairs, you get a waiver. Well, I bought a new cat and a new O2 sensor which was like $120, then I "got a receipt" for the "labor" and I got my exemption without the car ever having to be tested again. I bought the wife a 91 4 door for a winter car...records showed that the car had failed 3 times in the last 5 months before I bought it and the guy suggested that testing it now was not a good idea...well I said do it and it passed. I think he somehow fooled the sniffer, cause he kept ------- up and having to "restart" the test. It's all a bunch of BS ::) Long story longer...in Ohio, I think as long as you have a cat and can pass the test..all is good.

Cause they are stupid up here... I don't know how much longer it is going to last, but I know we have it for at least 2 more year. My buddy took his turbo'd/LS swapped EG hatch in today for e-check, wondering if he passed????

technically it is illegal in every state....just not all of them check or care.

This is definitely not true. ::) Nowhere in US law does it say that it is illegal to modify your car. As long as your car passes the inspection and emission tests, I know for a fact that in PA its not illegal

techincally any modification a cop could give you a ticket for. so i don't see how that is any different then an emissions place testing.

all states have area's where they test and don't test. its done by population and growth in the region. i don't have to and i am going to be buying a house soon but al lookign in teh areas of my state near me that have no testing due to just the fact i want my copper project car to be street legal. how ever my red car pictured below passed emisions on 15psi with no cat and just an N1 muffler.

No they can't. There are laws in effect to keep the car you drive safe for the roads and to keep pollution levels down. There's no where in the vehicle code that says "everything on your car must remain OEM or we will cut your ball off" So I know for a fact that in PA anything you do to the motor is legal as long as it abides by the current emissions laws. And if you dive your car under 5,000miles a year the inspection places don't even need to pop the hood.

That law will apply to nw cars that are sold in the state not old ones at this time anyway.

in jersey they dont pop your hood anyway...the cool part about our inspection stickers is that they are two parts...an inside part with the month and your vin info, and an outside colored part with the year...so you just grab one off a junker and put it on your car

also not true.. i have yet to find 1 city/town/whatever in MS that requires a test.

Hell, all they check is headlights, taillights, blinkers, reverse lights, horn, and that it actually cranks.

and now they just passed the law where you have to have your tint checked to get a insp. sticker. even legal tint (35%) isn't passing the new cards/meters.... mine was 15%, checked @ 11%... 8 mos later i got it removed.... fuckers.
