Maybe I'm not seeing it.

In one of the replays it looks like the driver shoots him. But it happens so fast, and you are told to look for something over and over and over again... if you look that hard at shity film then you are bound to see what they keep telling you is there even though it really isn't.

I'm not much of a conspiracy theorist though.

looks kinda fake to me, the arm/gun
after watching it again, its the shine fromthe guys hair and the shadow from the curb, looks like an arm with a gun but its not
