what about B16A JDM engine then? it doesnt came with that bump and runs with DOHC engine too ,i dont think so really.

God damn that car is ****. Freakin' chula magnet. 
No sir, it's to clear the gianormous cam sprockets on the 4g63/64's. The GS and RS just use the same hood because why would they (Chrysler) re-tool for a new part when they could just run the same one for all the models. It comes down to production cost. There is no clearance issues with the 420A ECU's.
