Well the turbo spins with nothing to control this spinning (since there's no pressure to tell the wg to open). So potentially the turbo could spin up to 2x what it was designed to, because there's no way of controlling the exhaust flow. The wg never sees the boost because there's no pressure being built. The cycle is not broken as you put it. The only thing broken about it is there's no pressure in the pipes so therefore the amount of exhaust gases is less, but there is still plenty to spin the turbo uncontrollably, which will happen because the wg will never see boost.
