There really isn't a new and old one. There is one traction bar that was designed for the 92-00 civics and 94-01 integra's. The kit works, fits, ect perfect on them.
The bars actually bolt up to the 88-91's as well, but with all the same hardware (the ones you have) the radius rods mount to the lower control arm. The mounting spot on the 92-00 and 94-01's are more inward of the tire than the 88-91. So when you mount them up on the 88-91, the radius rods tend to be closer to the front of the tire during U-turns. Sometimes even having the tires rub against them during these sharp turns.
The aluminum brackets (the ones you returned) were made for the 88-91 in hopes of getting the radius rods further away from the tires during medium-sharp turns. The brackets were produced, and sent out, and people started braking them. It's unknown why, but they just had too much stress on them, so they were all recalled. That's why you have the powdercoated "U" brackets on your lower control arm rather than the aluminum "bar tabs".

ok i understand now ;), i guess i just have to figure out how to adjust them properly

measure them and make sure they are the same distance apart from eachother in my eg they are 21" from the traction bar to the end of the radius rods seems to wwork for me.
