why is it that the 14b on a stock eclipse halls *** at say 14psi and holds boost all the way til redline but if it put that same turbo on my LS which is a 1.8 compared to the 2.0 it spools fast as ---- and dies out in the higher rpm and higher gears? can anyone explain?

because your LS is higher compression compared to the shitty DSM, not to mention the head probly out flows the DSM by a factor of 1 million

yeah, i believe it mostly has to do with how good the honda heads flow. that little wheel in the turbo can't keep up kind of like running too fast and then you can't keep up and you fall on your face
