Would it be a good idea to do a pedal mod with 2 potentiometers inline? Like keep the first potentiometer on the welder, so you can set the maximum amount of amps, then run another pot off of the signal to have a variable control of amps in that range?

i still use mine to tig / plasma on a pretty much weekly basis.
when i did that last turbo v6 camry a month ago at one point it probably welded for 3 hours almost non-stop without cutting off or frying.
that 16-20 gauge pipe simply doesn't take enough heat to warm them up on the inside to toaster level.

no idea. there's no digital gauge, and my pot was taken out of the face & i dropped it in an old dremel foot control pedal i have. all i can tell you is that it was done on 110v (instead of 220v, love the automatic line switching ) and the only times i likely ever passed 1/2 output is welding all the flanges up. (5 flanges, 2x 2" 3x 2.5")
