VTEC was introduced in 1990 for the first time....
It was first used in Honda's Formula 1 engine before that, but for production cars it started in 1990 with the CRX and CIVIC Sir or the CRX and CIVIC VTi in Europe.
They sold CRX's with the DOHC Vtec since '87 over here. They vary in specs and engine code...from ZC1 to D16A8, D16A9 and D16Z5(all DOHC ZC) some Civic's also came with the DOHC ZC, but they are only a few.
