Please Help....
My friend has a 1996 saturn sc2 1.9L DOHC, He just recently got a new alternator and spark plugs.
But for some reason his car will not rev past 5000 rpms when u are stopped... but it will when ur driving.
Any ideas what this could be?

I don't know a thing about Saturns, but my guess would be maybe something from the factory? Did it rev that high before the work was done? Why the hell is he trying to rev past 5000 in neutral?

Automatics generally have a neutral rev limiter in the later model cars - I think its to keep people from accidentally engaging the transmission at a higher RPM (or so called accidents) and twisting that torque converter out.
My only evidence is that our Cadillac (automatic transmission) will not let you rev passed 3500 RPM in neutral, and my sister's prelude will not rev passed 5500 RPM in neutral.
Its something in the ECU cutting the fuel out because they're automatics. But its not a big deal, there is no reason to be reving it unless you're trying to **** off the guy beside you.
