you should go check it out and see if its fucked up, if not then pay the money. then keep the reciept and if he ever comes looking for it tell him he owes you that before you will give it back.

Call the dmv or better yet go down and see who the registered owner is. If its in your name and you have ownership aka pinkslip its yours. Also if this dude knew it was towed and wanted it out he would be on top of it not letting mail get sent to you.
