anyone who can tune a D to over 400hp is well worth obeying...

seems to me both parties failed to follow through.

BAC never followed up on whether JD filed the paperwork

JD filed the paperwork and never took it upon himself to make sure it was squared away

does it suck the JD lost money, no question.
