Need Opinions. (Sorry)

Ok, here's my swap plan. Which way would you go?

89 Hf
Building Fully built D16y8 (97ex) Please don't ask why. :P
T3 .60/.48 (10-13psi is planned)
Custom Coach IC
Dsm 450's
Walbro pump blah blah blah
Afc hack

Now, I live in Ca. which has very strict smog laws. Would you do the d16y8 with the transferred obd0 parts, or would you go for the full Obd2 swap, which would mean new tranny, axles, and all?
The reason I'm killing myself over this is the potential wiring mess involved with obd2 conversion, plus the smog deal. I keep telling myself the obd0 will be cheaper and easier, but then I worry about the hf axles holding up drag racing and finding a good 88-91 tranny. Which route would you guys do? I am wanting to start purchasing parts, but I can't without making my decision and going for it.
Any advice/warnings are welcomed. Sorry to make such a long post, I just need to make a decision. If you would like to tell me to ---- off, I'll accept that too. 8) Thanks

I would steer clear of the OBD2 bastard if at all possible. You could walk by your car and fart and throw a cel. Not sure what to tell you about the smog deal. Out here they don't worry about clean air yet. ;)

as far as smog... you could ask local racers if they know any hookups on smogs, probably for a fee if you aren't close to them. i know somebody who just cheated on his smog ;D - cuz he hollowed out his cat and some other ---- that makes you FAIL smog. his buddy (a smog guy at a gas station) used his vehicle info but tested another guys car that could pass smog.

I know that happens, but I don't want to rely on that. If I have to I would be willing to pull the HMT off every two years, but I will still need to be legit as far as the swap, that's why I think the full Obd2 would be good, but I am cheap and I do want to get away with whatever I possibly could. My last car I sold out of state just because of the swap bullshit that I didn't have the money to properly fix. I hate myself for that one.
What if I were to do the obd0 swap, and have my ecu tuned to the obd2 fuel/timing maps??????????? Hook up one wire vtec from the vafc? Then I would have a base platform. Is this possible? I hate being retarded. :-[
