we use to do somehting similar to set off car alarms. pack as many ground up sparklers into a 1-1 1/2" BIP as possible with a cap screwed on one end and put a 10" waterproof fuse on it. Light that ---- and run away and cover your ears well.

we cut shotgun shells in half to get gunpowder, and used things like co2 cartridges for casings. The only thing we had a hard time finding was the green fuse mentioned above.
From personal experience fuse should be sold to a 5yo if he wants to buy some. Keeping that ---- from underage kids created dangerous situations for my friends and I on a few occations. Luckily we never blew up each other, just lost a good bit of hearing.

a couple years back i found a recipe for hmb(home made bombs) one was pretty easy and cheap no gunpowder required, get some powdered pool chlorine, a 2L plastic coke bottle, empty cleaned and dried out, if there's water it won't work,and some 2% milk,empty some chlorine about 1/4 of 2L bottle,and fill milk until top of coke label, close bottle shake throw and run for cover ***** f***a, enjoy if any one does this take vids, trust me it will set off car alarms and make you partially deaf!

And PA doesn't have any 'fireworks' they had shitty things like sparklers and snakes like on joe dirt. We would pull the tiny fuses out of the black cats and use them, but extend the delay with all kinds of hairbrained ideas that young kids come up with. Things like gasoline soaked rages leading to the fuse was one of the not so bright ones.
Like I said we're lucky we didn't blow ourselves up.

Also black powder is simple to make and all the ingredients are legal to purchase online, search for homemade blackpowder.
