Sure you can, if the wastegate is cracked open a little bit it will only reach a certain amount. This also makes the turbo a bit laggy when doing this.
I guess I never thought about that couse Ive only been intrested in raising the boost

it will only go as low as the amount of CFM the ehaust gas can flow through the internal wastegate hole, most internal wastegate holes are pretty small, like i said on my 60 trim t3 i opened it as far as it would go before it flet like the arm was going to fall apart and it would still boost 8psi.
