Well it said that they only got to rev it through half of the powerband. So I'd imagine it'd make atleast that at full boost @ 8500rpm.

That looks like it's for an engineering class so they probably have to document and work out a lot more than someone throwing together a race motor.

Mower racers don't typically used horizontal shaft motors, especially ones that small. The only class where they are really popular is FX because of the small size and lightweight drivetrains you can use with them. If you cared to really know...
