turn it over with the plugs off and see if any water shoots out of the cylinders. Leave the plugs off over night.
After that, put the plugs back on, pull off the pulse line (comes out of the crank case and goes to the fuel pump) and while turning it over see if you can feel a pulse. If so pour some gas down the carb and try to start it.
If it doesn't fire you either have a bad gasket somewhere or ignition issues.

It still has that weird noise every so often but it's not at regular intervals at all. It's not even kicking like it wants to start.... you have to turn it over with the plugs out then put the plugs in

go buy two new plugs, i bet you it starts up instantly...
once those two stroke plugs foul they're worthless unless you can clean the ceramic all the way to the bottom, even then they're worthless
plugs are like 2 dollars. go buy some and it'll start
