turn it over with the plugs off and see if any water shoots out of the cylinders. Leave the plugs off over night.

After that, put the plugs back on, pull off the pulse line (comes out of the crank case and goes to the fuel pump) and while turning it over see if you can feel a pulse. If so pour some gas down the carb and try to start it.

If it doesn't fire you either have a bad gasket somewhere or ignition issues.

Maybe do a compression test while your at it. Couldn't hurt. If you aren't getting any compression your fuel won't burn and the engine won't fire.

The chirping noise you hear when your cranking it is probably coming from the starter.

go buy two new plugs, i bet you it starts up instantly...

once those two stroke plugs foul they're worthless unless you can clean the ceramic all the way to the bottom, even then they're worthless

plugs are like 2 dollars. go buy some and it'll start

Yup, fouled plugs are worthless afterwards. Get new ones.
