Sorry to hear of your situation. I would go straight to him first if you haven't already and let him know you aren't going to take it up the ***. Report him to ebay, paypal, etc. Drive to his location and beat him like you own him if all else fails.
I would tend to trust someone with feedback like that also.

can i get some more detailed pics? (ask for specific areas that would show damage)
policy on refunds if item isnt as described (more for busniess on the net then one on one transactions)
its common sense, which you and your friend who got scammed dont seem to have, so i have no sympathy for you at all when you come to bitch
if you paid via paypal, make a claim, give bad feedback, and report it to e-bay.. dont bother trying to get this guy to have any regrets, look at the post about DSMatt22psi and see how well any type of online post about being scammed really works (so you dont waste time reading i'll shorten it for you... it doesnt work)
