just to try to help you a little.
You can use some 'kitty hair' it's a mix of fiberglass and bondo. Works good i guess, better than regular bondo. You could also fiberglass it together. Or you could go crazy and make a metal bumper and weld them together
My suggestion would be to make sure you reinforce the 'bond' between the car and the bumper before you fill it in with whatever putty stuff you decide to use.
I am no way a pro body dude, so don't think I am, I have experimented before with various products that's all.
