no they dont. military (or at least we do) get tested for HIV about once every 6 months. its a blood test.

For me to get tested it was a blood and urine sample, he didnt mention any cock swabs

That's the old way they used to test for some diseases like chlamydia with the swab, they can do all that through a urine sample now. The only way someone would stick a swab up your cock is if they are cheap or just don't have the facility to do the urine test, which is retarded. Cock swab is obsolete basically.
