maybe some rednecks saw that piece of ---- in a parking lot and said "hey let's fix his *** up" and chained a block to it? I'm pretty sure the locals where I am at would do something much worse if they found a hunk of ---- like that sitting in the parking lot at the local Harps grocery store.

Hey ain't got ---- on the comanche padlock biach....
People love my lock....well the guys do the women probably dont but who cares its a winter beater... that there is just a beater in general.Yuck
Oh and i'd take the brick too if it wasn't chained...we use those all the time here at home.

That's a "class 1" concrete block. Standard size. The difference in that one and the other one is the other style weighs about 50% less. The contrast in the two blocks would of course be the density. The lighter weight block is considered the superior.
This is your basic block in building, most commercial structures are formed with the lightweight blocks on a rebar frame filled with foam insulation. This one would most likely be mortared together and slapped up as a wall. I would assume the average based price in the U.S. would be $1 per block at your local hard ware store.
The chain is pretty much worthless, wouldn't give .20/foot for a used chain in that condition, of course the masterlock looks to be in so-so condition, but not worth anything without a key.
