Yeah definately go for the full size standing press with 40ton bottle jack included, those things make it so much eaiser then that crank thing. That crank thing works great for bending small rod, but nothing over an inch.
As far as getting the steel, well your local homedepot/lowes sells some overpriced ---- in small sections. You need to go to a steel supply shop, like an industrial type place that has their own water saw and all the stock steel you need. I would not pay over a dollar a foot for the sizing that you're looking at getting.

---- I bet Rafi's new Millermatic175 would work great on a roll cage
I've constructed with tubalar steel before, it's not that hard, but you will want something with a lot of power, maybe ARC welding with 7018 (tensil strength) rods.. I'm more into integrity then appearance (of the welds) here. I've helped to erect large tubular steel structures so maybe I can help you out on a mexican style HMT cage.

Roll cages are pretty in-expensive, I think I got my old drag cage in mild steel for my crx for like 285? Ya you still have to fish mouth most of the joints, but atleast its premade for that car, so all the bends are right & main hoop, and you can always build off of it later.

If you realy want to do it your self you could buy mandrel bends and weld them up. I can get the thick wall mandrels for a good price. They are 3/16" thick, for frames and roll cages.
