Its real easy, you just register the domain, which is about 8 to 20 bucks (depends on who you go through) and you get the domain for 1 year. Now that you own the name you need a web hosting service if you want to put ---- on your website. These cost anywhere from 5.99 a mo to 20.00 for cheap ones.

Some places have packages, with free domain name with service agreement for web hosting. All my domains are registered at http://www.namesarecheap.com
