wasting gas..ecu mix up..need help!

wasting gas..ecu mix up..need help!
I all ready asked this question in hybrid tech, but no answers.
I have a 90 civic hatch si, with a zc head and block..iam useing the
d16a6 intake and exhaust mani. and iam still running the d16a6 ecu.
Will the pm7 dohc zc jdm ecu work even though its for a dual cam?
Will the pg7 usdm ecu work better?
Will i pass smog with either of those ecus?
I asked these questions because iam wasting an unbelieveable
amount of gas and i think its the ecu.

ake a one inch pipe and weld it in behind the gas pedal. what thios will allow you to NOT do is purry the pedle any more. thus taving you gas milage.
