All I Want To Know Is Do You Have To Have A Blowoff Valve? And If You DO Can You Make A Homemade One?

No you dont have to get one.. the car will run fine, at higher boost levels it can damage the turbo.

Plus you get a very annoying sound when the throttle plate is shut.

Can you make a homemade one? I guess, but your better off just finding one at a junkyard for 30 bucks.
