If he is stock turbo and all, Im think youve got a good chance. My brothers stock GN (exhaust, MBC only) on 17psi ran 13.9-14.2 at 100-102. GN's (brothers atleast) need the right kind of launch or its two black lines of 2.5 60' fts.
But, hehehehe if he has Kenny-whicha-ma-bell anything, you might get canned pretty good.
My original goal for my CRX was to beat my brothers GN. To bad by the time I ran faster times, it was long gone

you lose, you might actually have a chance of winning if GN had some 10 inch gold plated wire wheels, three 15" subs in back powered by 6 amps and not to mention a full hydro suspension. But then again you still might lose.
