shouldnt be too hard. Cut the rust on whats left of the rockers, then bend the sheetmetal, and weld that ----, than bondo the seems and paint.

When I replaced the rockers in my civic, I went down to my local sheetmetal place and they made a little cardbaord template of the shape they needed to be. I picked up a perfect replacement pair in 1/16th galvanized the next day and they only charged me 30 bucks for um!
