Default Car running a little rich, help!

Ok, just got done rebuilding a 98 civic and the problem is, it's running a little rich. All four of the spark plugs are coated in a black powder, the exhaust smells like you at a gas station, and it's idle seems a little high. Any suggestions?

That doesn't make much sense. It is running lean and the exhasut smells like gas and the plugs are black?? Are you sure it is running lean? What device did you use to measure the a/f ratio? What is the fuel pressure set at?

Errr..I appologize, was thinking rich but put lean. This should make a little more sense.
