car bucking at 3-4 psi

Just go my turbo on but my car will not boost passed 3-4 psi. When it gets to 3 psi the car will start to buck bad. It Runs very well out of boost and up to 3psi. I gapped my plugs at .030 but still doing it. It does this in every gear but i can get to 4-5 psi in 3rd. Is this a boost cut? bad tune? Im running a basemap right now but I figured it would do a little better then that.

often times bucking and hesitation durring full boost are conditions of being really lean.

i remember feeling this on my car 12 psi @ 14.0 a/f. get a wideband reader and see for yourself.
