Re:can i make 28" slicks fit?
Even with a CRX raised, a 26" slick has a REALLY rough time at fitting... it may be able to fit, but you will not be able to turn, and that is a 26"... 28" will not fit without major inner fender modifications, and a MUCH wider front end... on top of that, you'll have to get different 15" wheels that have an offset that'll push the tire away from the body more... a 'normal' 15" street wheel won't work.
You may also need one of these:
Oh, and there are guys doing 9's in CRX's with 25's on 13" wheels... a 300-400hp car only needs a 24.5 in slick... So, how much power you got? hehe..

The gold 500+who ek on teamrice or whatever, he just has a set of fenders dedicated to the track, I dont know how big his were but he hacked a nice size chunk outof them and just installs them for the track
Just pick up a set of used fiberglass z3's or something, easy to cut/light/cheap
$50 mod, little hassle when you gotta change them, but hey free slicks

The problem with a 28" slick is not so much getting it to fit. Comparatively, that is the easy part...although it would be a pain in the ***. Your problem lies in two things. Spinning that big of a tire...and what it would do to your gear ratio.
Say you take care of the first two things, namely getting the slicks to fit and creating enough power to justify a 28" slick, you're still stuck with what is simply a poor gear ratio for drag racing.
I don't know if you have a D or a B, but this link might help you get an idea of what those tires would do to your gear ratio:
